Joint ASoG-DSWD Forum on Pantawid Pamilyang Pilipino Program (4Ps): Stimulus to Local Economic Growth

June 20, 2016

The Ateneo School of Government in cooperation with the Department of Social Welfare and Development (DSWD) is holding a public forum entitled,

"Pantawid Pamilyang Pilipino Program (4Ps): Stimulus to Local Economic Growth"
on June 23, Thursday, 2:00 PM
at the San Alberto Hurtado Hall, Social Development Complex
Ateneo de Manila University, Quezon City.

The forum will feature a study that aims to determine qualitatively and quantitatively the nature, form, and degree of the economic impact of the Pantawid’s cash grant expenditures (or payouts) on the local economy. Its overarching thesis is that the provision of regular and predictable cash grants to ultra-poor households in the context of malfunctioning or non-existent markets can generate positive productive and economic impacts at the household level. In turn, household expenditures stimulate the growth of the local economy through (a) improved food and non-food value chains, and (b) more integrated economic networks that link Pantawid beneficiaries to business groups, markets, and government and non-government stakeholders. For this purpose, the study looked at three inter-related sub-economies that comprise the local economy, these are: household economy, economic sector, and provincial/regional economy.  It employed a combination of quantitative and qualitative methodologies to determine the local economy impact of the Pantawid program at the three sub-economy levels.
