When the 16th Congress opens on July 22, a bill providing for the strengthening of the public’s freedom of information will again be tackled, 19 years after the bill was first filed in Congress.

That the advocacy for the passage of an FOI Law has endured for this long is a testament to the monumental importance of such piece of legislation. In this day and age of new media and lightning-speed modern communications, it is a pity that the government’s bureaucracy has yet to be efficiently calibrated in sharing public documents and other information of public concern. An FOI Law would no doubt attain and institutionalize this.
