Policy on Gambling/Gaming Events in the University Premises

The University is committed to providing an environment that nurtures learning and promotes the acquisition of sound values among all stakeholders. Gambling disrupts the learning environment and is inconsistent with the University’s mission of developing men and women for others.
Aims of the Policy
The policy seeks to define the University policy on gambling, designate persons responsible for its enforcement and to provide a process by which limited gaming may be allowed.
Gambling of any kind is prohibited on campus and in all university sponsored activities whether held in or outside the campus.
The prohibition on gambling forbids the dealing, playing, conducting, betting on, and providing facilities for games involving cards, dice and other devices for money, checks, credit or other representation of value.
Similarly, the gambling policy forbids lotteries, raffles, and draws which are schemes to dispose of or distribute prizes by chance among persons who have paid valuable consideration.
Use of University premises or facilities (e.g. telephones, computers) for gambling whether or not the actual gambling takes place in the campus is considered a violation of this policy.
The sale of lottery tickets is strictly prohibited.
Gaming limited to raffle or bingo socials for charity or games of chance as part of school fair may be permitted. If tickets will be sold for fundraising, a gaming activity permit duly endorsed by the school unit head must be submitted to the VPAP for approval. The form is available at the VPAP’s Office.
Off campus groups and organizations contracting with the University for use of facilities are also subject to these regulations.
The Security Office under the UPPO is responsible for enforcing this policy on campus.
Organizers of the event are responsible for enforcing this policy when the event is held outside the campus.
Students, faculty and employees who violate this policy shall be subject to disciplinary action which may include suspension or dismissal.
Visitors who are found to have knowingly violated this policy shall be penalized according to University policy.
