Study on Oxfam-Great Britain’s Experience in Working with Local Governments in East Asia

1. To conduct a comprehensive examination of six (6) to eight (8) selected cases in countries in the region where OGB has programs.
2. To process document the OGB experience in the selected cases in order to gain a periodic, accurate and systematic description of program implementation.
3. To determine the extent of where work with local level governments may have influenced policies and development outcomes at the national and regional levels.
4. To provide an initial empirical database that could be used to better fine-tune the Regional Change Strategy of OGB, including coming up with models that are more aligned with the OGB vision.
5. To identify other OGB results beyond those targeted and planned for.
