TECHNICAL HEAD FOR HIGH SCHOOL (Central Facilities Management Office)
Job Responsibilities
A. Leadership
· Acts as lead and the main resource on all matters concerning the unit handled
· Develops and manages a team, whether organic or outsourced, to achieve the unit’s objective and ultimately support FMO’s and the university’s over-all goals and initiatives
· Establishes and institutionalizes a process that will continually review and challenge status quo to achieve improvement in the section’s systems, processes and performance.
B. Strategic
· Reviews systems performance of the entire unit handled on a regular basis
· Maintains awareness of the environment, new trends, and new standards as far as comprehensive facilities management of building is concerned
· Ensures annual performance audit as one of the benchmarks for succeeding year’s goals
· Develops and cascades action plans in managing the buildings/ complex
· Sets and pursues achievement of key results areas (KRA) for the unit and each individual member of the unit to support the unit’s mandates
· Benchmarks performance of his team versus regional and/ or global best practices in building facilities management
· Reviews, updates, and/or draft policies related to building/ complex operations on a regular basis
C. Operations
· Coordinates/ partners with the unit FMO to better asses operational requirements.
· Develops and cascades the unit’s and FMO’s operating plans
· Sets, imposes, and ensures compliance to detailed performance metrics to the services provided to the unit
· Ensures awareness of his team’s requirements to supports needed to deliver expectation and exerts best effort to provide them
· Leads in coordinating with various other units, whether internal or external, for regular services that should be provided by his team
· Leads in collaboration and/ or cooperation with various units, whether internal or external, for any initiatives requiring his/ her expertise
· Oversees the daily operations and provide guidance on any concern related to building operations
· Leads in assessing the team’s performance by getting feedback from units served. This includes monitoring performance by the internal maintenance team as well as outsourced service providers
· Manages the budget and resource allocated for the team/ unit. Establishes and institutionalizes a process that will continually review systems and processes for efficient spending
· Manages/ supervises consolidation of FMO services (Construction Management, Job Order System, Utilities Management, Events Management and Grounds Management) for his assigned unit:
D. HR Functions
· Establishes a strong team of dedicated individual with full understanding of and commitment to the requirements of the section, unit, and the university
· Manages the team fostering the Ignatian values and ways of doing things effectively
· Manages the performance of each and every individual in his team through clarity in goals and objectives, and regular communication
· Develops future leaders in his team through coaching and mentoring
E. Administrative
· Ensures
o Administration of contracts and projects needed in the performance of the team’s mandate and the delivery of services
o Compliance to University policies and procedures
o Compliance to public policies
· Prepares report and documents needed in the performance of the team’s mandate
F. May lead or be given role in other projects/ activities which are mission critical t the unit or the University.
Qualifications:
o Graduate of Engineering or Architecture
o Experience in Construction and Property Management
o Knowledge in
§ Interpretation and enforcement of local policies and best practices in property management
§ Budget preparation
§ Financial review
§ Building and construction standards/ codes
§ Operating standards for mechanical/ electrical systems
§ Best practice in utility consumption management
§ Security standards
o Skills in:
§ Strategic leadership and planning

§ Manpower planning, management, coaching and mentoring
§ Organization and time management
§ Effective communication
§ Networking and industry player
o Must possess good interpersonal relations
